I think the AMD cards can be great in general, but you'll see some bugs here. If you are intending to use shaders and whatnot, then make sure you get something NVIDIA rather than AMD. *Note: As an AMD owner (r9 390) I have found that NVIDIA is far more compatible with OpenGL-based applications like Minecraft is. Quad core will generally get you the best balance for the price.
With optifine, you can get it to utilize a second core for chunk updates and it makes a difference, but it's hardly a consideration when making a purchase because nearly everything out there is at least quad core these days. The game can look amazing with 32x32 textures and the lagless internal shaders.
The graphics card doesn't really come into play too much until you start using high-res textures and shaders, so save that kind of thing for a desktop.
